Bio
Ciara is a partner at Waldrep Wall Babcock & Bailey, PLLC. She focuses her practice on bankruptcy and business insolvency. She is certified as a Business Bankruptcy Law Specialist by the North Carolina State Bar and is licensed to practice in all Federal and State Courts in North Carolina and Virginia, as well as the Fourth Circuit Court of Appeals and the Supreme Court of the United States.
Before joining Waldrep Wall Babcock & Bailey PLLC, Ciara was an attorney with boutique chapter 11 debtor’s firm in Eastern North Carolina. Prior to that, she was a law clerk to the Honorable J. Rich Leonard and the Honorable Randy D. Doub of the Eastern District of North Carolina Bankruptcy Court. In 2018, Ciara was chosen to be the director of Campbell University School of Law’s Stubbs Bankruptcy Clinic where she supervises second- and third-year law students in providing pro bono bankruptcy representation to low wealth individuals in the Eastern District of North Carolina.
Ciara received her Bachelor of Science degree in Political Science and History from Averett University and her Juris Doctor from North Carolina Central University School of Law.

- Represents dozens of plaintiffs’ law firms in responding to subpoenas, discovery requests, and examinations arising in complex bankruptcy proceedings.
- Obtained what was, at the time, the largest sanctions award entered against a mortgage servicer
for violating a Chapter 13 confirmation order following a two-day evidentiary hearing. - Argued before the United States Court of Appeals for the Fourth Circuit regarding the
interpretation and application of the United States Supreme Court’s decision in Taggart v.
Lorenzen. - Successfully confirmed Chapter 11 plans of reorganization both consensually and over creditor
objections. - Has served as a Subchapter V Trustee in more than 30 Chapter 11 cases, assisting debtors and
parties-in-interest in negotiating plan treatment and achieving successful reorganizations.
